Overview

     Through inspecting the environmental protection indicators before the new car registration, the vehicle emission and the corresponding environmental device are checked to ensure that the new vehicle meets the emission control requirements in Jiangsu province. Real-time video monitoring and data monitoring are used automatically for the whole process of the detection of environmental inspection agencies in the whole province. Through the comparison of process data and result one, abnormal behaviors are identified, problems existing in detection are found in time, and hence authenticity, fairness and accuracy of inspection data are improved. The electronic environmental signs can identify system construction and realize real-time recording of high emission vehicles entering the restricted areas. It can achieve joint supervision of vehicle emissions across the province through the data exchange between provincial and municipal platforms. The province's motor vehicle emission database, environmental inspection agency database and environmental sign distribution database and other databases are established. Through data mining and intelligent analysis technology, it can improve the scientific analysis and assessment level for motor vehicle emission data, thus serve as the basis of decision making for pollution control laws, policies and standards. 

 

Overall Objective:

      We aim to build up the provincial motor vehicle exhaust monitoring system (environmental monitoring system phase II), standardize the exhaust detection protocol, and automatically monitor inspection quality, environmental signs approval issuance, regional restrictions, etc. There will be the effective management of inspection and regulatory data, and real-time grasp of various vehicle use conditions and pollutant emissions. It will improve the scientific vehicle environmental monitoring, and better promote the prevention and control of vehicle exhaust pollution in Jiangsu province.
